Initial ground update can get lost

When a new round is started, if the new ground heightmap takes a while to get to the client - or gets lost altogether - the old ground is displayed.
Possibly the first ground update needs to be sent in a more 'reliable' fashion, e.g. over TCP.

- Milestone cleared.
Doesn't happen that often, fixes itself reasonably quickly if it does, needs fixed at some point, but also requires some reasonable amounts of netcode haxery.
