Rework tank movement

Tanks don't move right. They slide down hills, they get stuck a little too often and they behave very oddly when they get flipped over.
We need to go at it again with a more considered approach than the current code, which is the result of me having a fight with the physics engine over the course of an afternoon.

Tanks have been reworked so that they are only "grounded" when either the base or both the wheels are touching the ground. Movement is otherwise much the same. Jumpjets have become more prominent now that they recharge, need to decide if this makes it too easy to dodge.

Actually, there were a few other changes, the sliding has mostly been fixed and getting stuck happens slightly less often (but not much). The basic problem of the whole lot being one ongoing fight with the physics engine is not ideal. There should probably be a considered evaluation, detailed specification of how movement should work and then implementation. It may be just good enough for us not to get round to that however.

Resolving this for now, I reckon is good enough for now, apart from the odd physics glitch.
